环境问题是新时代高质量发展过程中亟待解决的难题。通常认为这需要提高技术创新水平、调整产业结构以及加强环境规制。而论文则从生产活动之外的新视角出发,研究混合型经济增长目标、公众参与及交互项对环境的影响。研究发现,混合型经济增长目标与环境污染之间呈倒 U 形关系,即混合型经济增长目标先加剧了环境污染,后改善了环境质量。信访来信与电话投诉起到了抑制环境污染的作用,人大提案、政协提案对环境污染抑制作用并不显著。而受到混合型经济增长目标的影响,公众参与并未起到改善环境作用。论文研究的理论和实证表明,混合型经济增长目标一定程度上恶化了环境,并且导致公众参与失灵,对进一步调整经济增长目标、完善公众参与制度具有重要的启示作用。

Abstract:

Environmental problems are urgent problems in the process of high-quality development in the new era.It is generally believed that it is necessary to improve the level of technological innovation, adjust industrial structure and strengthen environmental regulation.From a new perspective outside of production activities, this paper studies the impact of mixed economic growth objectives, public participation and interaction items on the environment.It is found that the mixed economic growth target has an inverted u-shaped relationship with environmental pollution, that is, the mixed economic growth target first aggravates environmental pollution, and then improves environmental quality.Letters and telephone complaints from the people"s congress and the CPPCC did not significantly curb environmental pollution.Public participation has not improved the environment because of mixed economic growth targets.The theoretical and empirical results of this paper show that the mixed economic growth target deteriorates the environment to some extent and leads to the failure of public participation, which plays an important role in further adjusting the economic growth target and improving the public participation system.
