在党中央提出加强生态文明建设的重要背景下,本文采用多时点双重差分模型分析了文明城市建设能否促进企业绿色创新,并探究其作用机制与经济后果。研究结果表明,文明城市建设能够显著提升当地企业的绿色创新水平,相比与物质文明建设,精神文明建设对企业绿色创新的助推效果更明显。机制检验发现,文明城市建设对企业绿色创新的作用机理主要表现为政府规制的“倒逼”效应和政府支持的“补偿”效应。随着地区制度质量、企业资本储备和高管素质的提高,文明城市建设对企业绿色创新的促进作用得到增强。经济后果方面,文明城市建设通过促进企业绿色创新,显著提升了企业社会绩效,推动了企业的高质量发展。文章结论从微观层面补充了文明城市建设政策对企业绿色创新的溢出效应,拓展了文明城市政策的经济后果研究,从理论层面为利用政策工具完善我国绿色创新体系、推动社会主义生态文明建设提供了新的经验证据。

Abstract:

Under the background that the Central Committee of the Communist Party of China proposed to strengthen the construction of ecological civilization, this paper analyzes whether the construction of civilized cities can promote the green innovation of enterprises, and explores its mechanism and economic consequences. The results show that the construction of a civilized city can significantly improve the green innovation level of local enterprises. Compared with the construction of material civilization, the construction of spiritual civilization has a more obvious effect on the promotion of green innovation of enterprises. The mechanism test shows that the mechanism of the effect of civilized city construction on enterprise green innovation is mainly the“Back-up” effect of government regulation and the“Compensation” effect of government support. With the improvement of regional system quality, Enterprise Capital Reserve and senior management quality, the promotion of civilized city construction to enterprise green innovation has been strengthened. In terms of economic consequences, the construction of civilized cities has promoted the social performance of enterprises and promoted the high-quality development of enterprises by promoting the green innovation of enterprises. The paper concludes that the spillover effect of the policy of building a civilized city on the green innovation of enterprises is supplemented at the micro level, and the research on the economic consequences of the policy of building a civilized city is expanded, from the theoretical level, it provides new empirical evidence for perfecting our country''s green innovation system and promoting the construction of socialist ecological civilization.
