大数据综合试验区建设能否促进数实融合——基于中国227个城市的实证分析

    在全球数字化转型背景下,数实融合是推动经济高质量发展的关键。“十四五”期间,中国数实融合水平呈上升态势但亟待进一步提高。大数据综合试验区建设作为重要的大数据政策实践,对数实融合的影响尚未得到足够重视。本文基于中国2011年—2021年城市面板数据,运用熵权-Topsis法和耦合协调度模型测度了中国227个城市的数实融合水平,并运用多期双重差分模型和中介效应模型验证了大数据综合试验区对数实融合促进作用及其作用机制,开展了多种稳健性分析并检验了不同城市规模、地理位置和设立批次中的差异化结果。结果表明,大数据综合试验区建设能够促进数实融合,其政策效果随时间的推移逐渐增强;大数据综合试验区通过促进技术创新、提升创业活跃度、推动产业结构升级实现对数实融合的促进作用;大数据综合试验区对数实融合的促进效果在中等以上城市、沿海地区和第二批设立试验区的地区更明显。

    Abstract:

    In the context of global digital transformation, the integration of digital economy and real economy(IDR)is the key to promoting high-quality economic development. During g the 14th Five-Year Plan period (2021-2025), IDR in China showed an upward trend but urgently needs further improvement. The construction of the big data comprehensive pilot zone, as an important big data policy practice, has not received sufficient attention to its impact on the integration of data and reality. This article is based on panel data of Chinese cities from 2011 to 2021. The entropy weight TOPSIS method and coupling coordination model were used to measure the IDR in 227 cities in China. The staggered difference-in-differences model and mediation effect model were used to verify the promotion effect and mechanism of the IDR in the big data comprehensive pilot zone. Multiple robustness tests were conducted and the differentiated results in different city sizes, geographical locations, and establishment batches were tested. The results indicate that the construction of the big data comprehensive pilot zone can promote the IDR, and its impact gradually increases over time; The big data comprehensive pilot zone promotes the IDR by promoting technological innovation, enhancing entrepreneurial activity, and upgrading industrial structure; The promotion effect of the IDR in the big data comprehensive pilot zones is more pronounced in medium-sized and above cities, coastal areas, and areas where the second batch of pilot zones are established.
